4. | Description | Abstract | The success of e-Government project will be greatly dependent on the quality of its Information System (IS). For this reason, we present in this paper, a new strategy and new concepts to develop IS e-Government. This strategy is built according to a framework including four levels: the IS ontology level, the informational level, the activity modelling level and the implementation level. In fact, the institution activities are governed by legal texts that regulate their execution. Therefore, these legal texts are considered as a common universe of discourse for all the professionals concerned by IS. We use legal texts as a source of knowledge to analyze and to construct the IS ontology level of an institutional domain. The objective of the ontology level is to build an informational kernel founded on stable concepts. This kernel evolves to integrate the organizational aspects not described in the legal texts. In this paper, we are interested mainly in the study of the organisational layers built around this kernel. To illustrate the approach suggested, we present an example of an IS of a university relating to the Bologna Agreements. |
